The difference between Touched and Engaged status is based on which party had the last interaction.

Touched: determines the last time that you touched the prospect, whether you sent an email, logged a call task, and completed a generic task.

Engaged: the prospect reciprocates and opens an email, replies to you, or clicks on a link that you sent. This is used to determine how active the prospects are with the content you are sending them.
