Answer
SMS messaging is in a closed beta state in Outreach. We do not have any active development happening for new features on SMS, so this is not going to be addressed in the near future.
Not complying might increase fees for delivery (which Outreach does not pass to customers because we aren't charging them for messaging at all). It could also impact delivery success rates. However, this is not a GA (general availability) feature, and we are not responsible for any delivery rate drops.
