Answer
Once a sequence has been created and saved in Outreach, the sequence type cannot be changed, and the option will show under the Settings tab as greyed out. This is not configurable by any permissions in Outreach, and this setting is locked upon sequence creation.
Cloning an existing sequence also clones the Type assigned to that sequence, so if you need to define a different sequence type, you need to create a new sequence from scratch, rather than by cloning an existing sequence.
